"Governor's Mansion" on Yebra Buena Island?

My father tells the story about a friend of his, Tech Sergeant Harry Lee Collins, who lived on Yerba Buena Island around 1947. My father says he lived in "The Governor's Mansion."

Is is possible he meant "Quarters 1"?

Does anybody know about a Mansion owned by a governor on YBI?
